Is there's a way to restrict exchange 2003 in sending email to specific email aaddress and domain only?

Yes.

It's a 2 phase process.

1. Using ESM, drill down \global setting\messaging delivery. and select the recipient filtering.
You can then add the domain or email address you wish to bar.

2. Still in ESM drill down to Administrative groups\FAG\Servers\yourmailserver\protocols\smtp\default queue.Bring up the properties, under the general tab select advance, then edit.
You will not see 3 tick boxes reagrding the filters, tick Apply Recipient Filter.

Job Done, SMTP be require a restart to kick in.
