Is there software to enable an old reformatted PC to read CD's

I reformatted an old PC, OPSYS WIN98. Is there software I can obtain to enable this PC to read data cd w/out a writer?
 
Yes, Download the Win98 Drivers for the CD-ROM you have

If you have an old win98 startup disk laying around you can use that. If you do not then either go to bootdisk.com or ask anyone of your friends if they still have a system with win 98 and make your own boot disk.
