Is there REXEC or RSH server in Windows 2000 Server?

Another question: When I log to Win.2000 Server as telnet
from a dumb terminal after the screen is full - every return
/enter after a new command I give repaints the whole screen
on my dumb (VT420) terminal. How can I set it to just scroll up one line when I send CR/LF to Win2000?
