Is there any way to set up thru dia

Is there any way to set up thru dial (in a Nortel Call Pilot) to a paging access code?
The page port is a trunk, so if a user dials 0 - page access code - #, they just get ringing, then a message that "the call cannot be completed at this time, contact your system administrator".
Stat the page trunk and it shows busy when the call is made, trace the port and it shows being dialed by the extension doing the thru dial.
Any help would be appreciated.

Not sure of the Call Pilot version, but it's for a Nortel Option 11 with 3 cabinets
