Is there an e-mail script for this?

Hello, I want to be able to automatically send a notification e-mail to the webmaster when my webcam freezes up after 5 refreshes.

I am assuming it would be a script that logs the time and date and when it doesn't change then a notification email will be sent to the webmaster. Thank you so much!!
