Is there a Windows 8 installer that will properly register OCX files?

I am using Install Construct 8 by FileStream to install my VB6 apps. It has worked on all windows platforms until Windows 8. I won't register any of the OCX files I distribute with my apps. The VB6 package deployment works but is too limited for my needs. I have manually used regsvr32 and regocx in a bat file at the end of the install but is looks very messy. Anybody have a suggestion for a good installer program?
 
The tools that build true Installer packages (MSI) work well, even using Visual Studio 6.0 Installer 1.1, which was the replacement for the old stopgap PDW that was left over from the VB5 era.
