Is there a WinCE Emulator?

I couldn't get any reply from Windows CE forum for
this problem. It was possible to use PalmOS emulator
to develop an application for it. And now I want to develop
an application for WinCE, but I don't have a hardware
with WinCE. So I hope I can get Windows GE emulator but
I couldn't find it from internet.

Is there a WinCE Emulator for developers? Please
give me some advice for it.

microsoft includes that emulator in the vs.net package.
If you can find that package at a decent price LET ME KNOW!!!
