Is there a way you can have a new set of layers for each separate page

I was wondering if there is any way you can have a new set of layers for each individual page within one file? Is there an option like that or am I doomed to having multiple files for each separate page?
 
If you create a new layer when you start a new page - not a duplicate of another layer - and name it something like P1 layer 1, etc, you can then duplicate that layer for the page and have layers that are only for that page.

The one thng to remember is that you have to make a particular layer - releated toa certain page - the active layer when you work on that page.

First of all: Layers in InDesign can not be limited to one page only.

So the jmgalvin idea is one of organisation. By naming them a certain way you organise your work.

But I wonder why do you want a layer to be restricted to a certain page, it intrigues me?
