Is there a way to turn a phone off during certain hours?

I work in a hospital and we have a mental ward where patients are only allowed to make calls during certain times of the day.
Is there away to, automatically, shut the phones completely off during those 'no calls' times.
Currently they use a light switch, which causes frequent troubles. I appreciate any ideas on this.

time of day routing will do what you want. The phone wont be off but you can have COR with a outward restriction.
