Is there a way to tell when someone is accessing my webserver?

Hi.

Other then using a third party product, is there a way to configure Apache to let me know when someone is making an HTTP connection and logging that id? I know there are log files, but can I have it trigger some event, like a "BEEP"

Google for "log watcher". Swatch and LogDog come to mind. They'll watch your log files for entries that you specify and will do something, like beep if you like.
