Is there a way to send alerts for router changes

Is there a way that I could get alerts (either email or page) when Access Lists are added or changed on a 3600 series router?

I have another admin in the company making changes that I'd like to be aware of (I won't go into details...but I cannot lock her out via passwords and she hasn't been telling me when she makes these changes).
 
Yes, in config enter, "logging x.x.x.x" where x.x.x.x is the ip of your workstation or syslog server. Then download KIWI syslog server and set it up to notify you of changes to your router. I have is set up on a remote PC that runs syslog 24/7 to monitor the router.

I have a sunsvr, how can I make it a syslog server ?
Is it just a file that I need to REM out to get syslog deamon working ?
