Is there a way to see if just the windows permisions have changed?

Basically, the replication application I am using can tell if the file has changed and replicate the file if the file has changed. What it can not do is see if just the permissions have changed? Is there a way to determine if only the permissions have changed?

Well you can either manually check and compare or you enable auditing of that folder/file which would log permission change events in the system event log
