The target attribute in your <a> link can be used. <a href="..." target="_blank">this</a> will open the link in a new window. <a href="..." target="some_name">but this</a> will open the link in a window you've named "some_window" -being either a frame name or a iframe name.

not possible. these are user-defined settings, not settings you can manipulate through code.
