Is there a way to have a CO line never cover to mail or an auto attendant?

I have a client who has 4 copper lines that ring on about 8 handsets. They NEVER want it to go to voice mail. Four of the handsets have personal mailboxes, but there is no system greeting or auto attendant. I have the cover delay set to 9 rings, but it is still covering to one of the personal mailboxes at 4-5 rings. I would like to make it never cover to vm but not sure if that is possible. The four lines are line appearances on all phones. Its a big warehouse where clients (mostly elderly) come to pick up durable medical supplies and get oxygen tanks refilled. Since there is no receptionist, everyone ignores the phone thinking someone else will answer it and once it covers to vm they forget about it. So I want it to never cover if that is possible.
 
Assign the lines to an adjunct, make that adjunct the Primary User of the lines, and make sure that adjunct has NO coverage.

No, you don't want anything to cover the adjunct that has the Primary User assigned. Since the lines appear on the phones, they can "appear" on the adjunct as well.

The rule is that without a Primary User assigned, the lines will follow the coverage path of the lowest logical ID that the lines are assigned to. So if the lines appear on the Operator set, and the Operator has voicemail, that's where the calls will go after X-number of rings. By also assigning the lines to an extension (adjunct in this case) without ANY coverage paths, and making that extension the Primary User, the lines will "stay" at that extension instead of going to voicemail. Be sure to give your adjunct a name that will jog your memory when you do an extension directory.
