Is there a way to create a graph in excel made up of four things

Is there a way to create a graph in excel made up of four things:
Count
$
Quarter
Region

And have counts on one side, and #$ on the other axis. I cannot seems to get it to work, because when I do the data table below looks dumb, and has blanks in it, and when the data table is correct, the graph does not work…. it won’t show the count because the are so insignificant compared to the Thousands of $.
