Hi all,
There are a number of tools out there, some of which are free which allow the user to limit the bandwidth available to various applications. They seem to be called bandwidth throttlers. However, i'd like a crack at trying to make something similar myself.
Bascially i have a 2Mbps internet connection and i'd love to be able to create something that could for example restrict the bandwidth of an ip/http/tco connection to e.g. 64kbps or 364kbps etc.
Trouble is i have absolutely no clue how to start this one. Does anyone have any ideas they could suggest to get me started? I'm very familiar with perl.
