I think the best answer is No. And even if a trick makes it possible at the moment, it will not be possible under the Security plans for IE and the various OS versions in the very near future.
This is a guess, but being able to directly query Internet Option settings of a web page visitor is just not a reasonable path to follow. MSFT will block you every step of the way from now on.
What you could do as a security neutral approach is to do a challenge/response test under the protocol.
