Not *really*.
I mean, you could take working config, export it, and edit it in excel. I don't suggest it though.
There is the csv configurator tool that is in the manager folder which lets you setup lots of users/extensions/templates at once. Use that.

AAcon: is CSV configurator tool on this site or in the IP office to be downloaded?

You'll find the CSV configurator in the Manager folder on your hard drive.
