Is there a specific variant of DMS100 ISDN trunks for Meridian PBX's?

We have been attempting to install an IP gateway between the NTE and Nortel (Meridian) PBX. The Long Distance NI2 trunks are working but the local are not. The protocol of these trunks is DMS100. This is an option on our IP gateway but both inbound and outbound calls are getting rejected by the PBX at the point of the first call proceed message. The local support have said they suspect that when installing the DMS100 protocol ccts, the Network had to add a flag to successfully instal.
