Is there a simple css alternative to FRAMES? 1

I would like to place a java-based navigation section at the top of a page. I would like the links to open below.

Is there a (simple) way to achieve this using css or something else other than FRAMES?
 
here are two ways:

[»] ssi - server-side includes

I will experiment with IFRAMES and DIVs then post results...
 
why use frames, when you can use scroll boxes? I know each page has to relaod, but you can make a non-scrollable 'frame like' around your content by simply putting your content into a scrollable box. Fully formatable. see: this is only a testing page, none of the links work expect home and classes.
