Is there a simple css alternative to FRAMES? 1

I would like to place a java-based navigation section at the top of a page. I would like the links to open below.

Is there a (simple) way to achieve this using css or something else other than FRAMES?

Copy and paste does not give the functionality of frames though.

A better approximation would be the use of SSI and some DIVs.

Note that iframes have many of the same drawbacks as normal frames. Go SSI!

why use frames, when you can use scroll boxes? I know each page has to relaod, but you can make a non-scrollable 'frame like' around your content by simply putting your content into a scrollable box. Fully formatable. see:
