Is there a simple Anti Spam?

I am looking for a way to reject any email from anybody not listed in my address book.
I use Microsoft Outlook 2003
Any advice would be appreciated.

Enable the Junk Email filter and only allow a message to be received if the sender is on your Safe List.

Is there a way to have them already deleted from the mail server rather than receiving them in the junk folder?
OR, better yet.
Can I further program outlook to bounce the junk messages as if I had not received them? Still keeping the address book list as the rule.
I'm saying this because I found an anti-spam that sends a bounce message, but it does not provide the facility to accept all that comes from my address book people.
I just don't want to create a long list manually.

Outlook can't do that, you'd have to go with a third party solution like the one you've been looking at.
