is there a different .bash_history for each tty if 2 of the same user are logged in?

what happens if they are both typing commands at the same time?

They both get logged to the same history file. This can be seen if you run the following command:

set -o vi

Then use the 'Esc' key and 'k' to cycle back through the commands. You will find that more than just your commands are in the history file at this point.

Do i have to log out and log back in to see the other guys commands, if we are typing at the same time?

You shouldn't, but I just tested on my RH9 box and it seems that this does not work like it used to in the past. So at this point I would say that you cannot based on what I am seeing right now.

I know that in unix you can, but it seems linux has changed this function.
