Does DB2 UDB V8 provide a table like the DUAL table in Oracle? If no, then what is the work around?

SYSIBM.SYSDUMMY1

Otherwise, you can use
VALUES ..

Eg :

Select current timestamp from sysibm.sysdummy1
and
values(current timestamp)

return the current timestamo
