Is there a call accounting system or CTI application, that will allow me to set a dollar limit per extension? in other words, I don't want users to make calls worth more than for example $20.00 after this it either disconnects them or lowers their restriction to local calls only.
 
I'm not sure if there is one available that will allow you to perform that function automatically. The only thing I can think of doing is have the call accounting software send you a scheduled report every morning for all extensions and the total dollar amount that they have accumulated for the month. That way, when they reach the threshold that you have set, maybe you could just drop their COR so that they can only make local calls. Most of the software packages that I have looked at recently allow you to schedule reports and send them via email.
 
I am using eCAS call accounting from and you can setup alerts that will notify you via e-mail that a call occurred meeting pre-defined rules such as day of the week, time, authorization code, extension, dialed digits, duration, COST, switch, trunk group, and trigger count and trigger cost.

I was hoping to find something that would be able to automate this and have a tighter integration.
 
I ones was involved in project were we build something like this on CONVERSANT IVR with prepaid cards in a hospitality type location.
