IS Terminal Server an OS?

Is Terminal Server an add-on to WinNT 4.0, like IIS, or is it a full blown Operating System? Thanks
 
Windows NT4.0 Terminal Server Edition is NT4 with added functionality to provide "terminal" services.

This functionality was developed by Citrix Systems, incorporated in the original WinFrame product (a version of Windows NT 3.51 with a modified kernel) and licensed back to Microsoft.

Although it runs as a service, the functionality depends on other parts of the system to have the necessary modifications to understand that they may be run by more than one process.

Terminal services are now included with Windows 2000 professional, Advanced Server and Datacentre operating systems.
