Is tcl/tk a Compiled or Interpreted language?

How is a tcl/tk program executed...
(What all do you need to run a program from source)
and where can you find it (that is not a broken link)

Windows NT 4 version

and

Windows XP home/pro version Sometimes... the BASIC things in life are the best...
