No, Enterprise Manager (aka Microsoft Management Console (MMC)) is a database management tool.

Analysis Services (SQL SErver 2000 to present) is an OLAP tool. Analysis Services was called OLAP Service in SQL Server 7.

Other companies (Oracle, IBM, Hyperion, Cognos) also make or license OLAP tools.

An Olap tool would be anything that would allow you to view or edit an Olap data source.
This is a link to the team lead for analysis services at microsoft. It has a list of nearly all of the popular (and some unpopular) OLAP tools.
