Is Meridian Mail rls 13.13.1 considered rls 13.14 ?

Am going to do a Migration to CP 4.0, when you load the utility tape it asks if the Mail is rls 11,12,13 or 13.14.
The Install tape just says rls 13, in tools it shows 13.13.1.
