The vm is not picking up and says tranferring call and it just comes right back to you. Its merlin mail with legend 7
there are 2 cabinets and the mail card is in the second cabinet,, so can i try just powering the switch down or can i just power the second cabinet down.

Generally when the VM answers and says transferring call The ports are not in the VM group. The VM dosent recieve the mode codes and dosen,t know what to do so it transfers to the operator

Now the big questions are the extentions of the VM in the proper group and if not Why?

I don't now how they would have been taken out , it hasn't been accessed or worked on. Can it be unplugged and rebooted

The mail itself has a reset button on it that you press in with a paper clip the would reset the MAIL. IF you want to power down the systen turn off the left cab then the right cab. to power back up turn on the right one then the left one. (the processor cab should be the first one off and the last one on)

Paper clip reset is pertty safe.

That is where I would start.
