From reading previous posts about the difference between photoshop and illustrator concerning bitmap and vector. Is the following possible.

I have a jpeg photo can this be opened in illustrator then enlarged to the size i need it (a3) then put into photoshop and turned into a duotone??? without loosing too much quality. apposed to just doing it in photoshop and loosing quality!

currently havn't got illustrator if this is possible i will be putting it on my computer

You would still loose the quality of the image, regardless of the quality of the image.
I think you have to take some time to distinguish between the two types of image. A bitmap, (image made up of many bits.. higher the resolution, smaller the bits) will only look better when reduced in size, as opposed to the vector, which will remain the same regardless.
The best thing you can do is rescan the image(hopefully you can) using the highest resolution possible, and only enlarge the image as little as possible.
