is it possible to use ACT 8 in Windows 7?

When opening an attachment in any of the office 2003 programs from the history tab the file opens but hangs for upto 5 minutes before it becomes free and it is then possible to process it normally.
 
Do you mean ACT! 2006 (8.0) or ACT! 2008 (10.0)?

What's the full version/build (from Help | about)?

Also note:

ACT! 2006 (8.0) used SQL 2000 - which Microsoft never made compatible with Vista or Windows 7

ACT! 2008 (10.0) may work, but isn't fully supported on Win 7 as that support was added only in ACT! 2010 (12.0)

ACT 2006 (8.0.2.81) All functions within ACT work correctly with the exception of the initiation of an Office 2003 file. These also work correctly once they become free.
 
It could be that it's trying to access registry items that it doesn't have access to in Windows 7. If so, there may not be a fix.

When it happens, is there any error in the Windows Event Log?

You might apply the latest Hotfix to see if that helps:

If sharing the database, all users must update!
