Is it possible to server flash without using plugin?

I am new to using Flash and want to know if it is possible to server flash to HTML page but not require a plugin be present in order to view content. I am trying to restrict users to the content of the flash file and would like nothing cached to the client side only imbeded in the HTML page.

Is this possible? Please elaborate.
