Is it possible to make style of <H1> tage?

Is it possible to make a stylesheet of the header tags <H1> and <H2> so that you can fix exactly what a user sees? I mean is it possible to use codes like:
<h1>Text 1</h1>
<h2>Text2</h2>
and to arrange it so that I can determine exactly how the user sees Text1 and Text2. Is that possible?

yes you can make a style for the <H1> tag and for that matter any tag. This will be for EVERY instance though
<style>
H1 { colorblue; } etc...
</style>
