Hi, I would like to know if it is possible to log account sign-up attempts at the welcome screen.

I apprecite your assistance
 
By "sign-up attempts at the welcome screen," do you really mean you want to log logon attempts? If so, configure an audit policy to log the logon events.

Configure the following policy settings:

Computer Configuration\Windows Settings\Security Settings\Local Policies\Audit Policy\

Audit account logon events
Audit logon events


You can configure these settings to audit either or both successful or failed logon attempts.
