Is it possible to disable export to excel options?

Hi, I've had a request to disable the Export to excel (both under run options and the link in the header) for some Report Studio reports (8.4), is this possible?

I've been told by our gatekeeper that the only way he knows to do it is to disable it over the entire application for every user, which we can't do as some users require the functionality.

Would be grateful if anyone has any ideas...

If you can't find a way to do it in capabilities section in cognos admin, you could modify the system.xml to hide the option for a group of users.
