is it possible to create a network tool using java 1

I am doing a project for verifing the network performance of a lan system can this be done in java or should I chose C or C++ as in the old style
 
Java was designed from the ground up with networking in mind. I would suggest that java is the way to go.
 
Well trying to measure the performance of anything in Java is difficult since the performance of the JVM you are running on will certainly effect your numbers.

If your doing it as an exercise that's fine but if you need accurate numbers then I would not advise Java.

thankyou for responding to my request so quickly. Actually I am trying to create a network monitoring tool to estimate the performance of a windows network. The language has become since only C supports system level function better than Java I thought of C but if java also supports system level funtions then it is far better than C
