Is it easier in 9.0 to select client records when date is the latest?

In Version 8.5, from what I understand, it is somewhat convoluted to select only records in a report where the date field for each client is the latest date (or earliest date), Particularly if you want to count records. Has version 9.0 made this easier and if so, what way?
