Is it a problem in my browser settings?

to start, i have Windows Millenium Edition and Internet Explorer 5.5

anyway, everytime i try to open IE, i get the same page showing up and this appears every single time:

If you typed the page address in the Address bar, make sure that it is spelled correctly.

Some sites require 128-bit connection security. Click the Help menu and then click About Internet Explorer to determine what strength security you have installed.

If you are trying to reach a secure site, make sure your Security settings can support it. Click the Tools menu, and then click Internet Options. On the Advanced tab, scroll to the Security section and check settings for SSL 2.0, SSL 3.0, TLS 1.0, PCT 1.0.

Cannot find server or DNS Error

I don't know what i can do to get rid of this. Will someone please tell me what to do?!?
I just want to be able to use Internet Explorer.
 
It reads like your computer is not connecting to the Internet before your browser tries to find a page. Probably the Home page listed under Tools\Internet Options.

Is this a new machine? Has this only just started happening? Do you have a dial-up account and is your browser setup to use that account to connect the Internet properly?
