Is GW capable of reading and writing Mandarin?

I need software to work with GW and/or Outlook to read/write the Mandarin language. The two Chinese ones that GW lists are not Mandarin. Totally different language.

Anyone know of software that can accomplish this?

I would call the mfrs directly on this one. I know GW has issues with Japanese (it works but not 100%).
I brought this issue to the engineers at Brainshare this year. IIRC, the fundamental issue is with the size of the ISO files (character files). Chinese presents a unique problem as you have noted as there are 3? distinct sets of characters - and each set is huge. To load all possible languages would be a group of files larger than the entire client - again, going from memory. AFAIK Outlook has the same issue.
