Is Error 1065 a bug?

I have had this error occur on 2 independent installations of Backup Exec 9.1 within days of each other, having been installed on the same day. I know there is a KB article on how to fix the problem, but does anyone know if this is actually a bug and can I expect to experience this on a regular basis?

Both installations are on W2K3.

Error 1065. The specified database does not exist

Thanks for any info.
