Is better video quality possible?

Is there a way to get TV quality video out of a Mini DV captured video? Upon playback in Premiere, my video seems a little blurry whenever I panned around while videotaping. And my panning was quite slow, so its not like I was doing it really fast which WOULD make it blurry.

try output it with a highquality codec like divx (divx.com) or xvid.
