Is an FXO card the same as a Modem? Whats the difference?

FXO cards are used in the central office as an interface for sending dial tone from another central office to another, a corresponding FXS card would be used in the receiving central office. It is not a modem.

the like a DSL modem, as it's used to send dial tone, FXO for puplic dial tone the recieving side should be FXO also, FXS for privite dial tone, i.e analog extensions,
