I am working on a program where I need to string together a bunch of video clips on the fly based form choices or program logic. The resulting stream needs to be non-stop (i.e. no waiting for the next clip to load). Is Active-X the appropreate component for this in a Visual Basic programming environment (I don't have the budget to do this in C++). If not what would be the suggestion of the forum?

Are you asking if you should write an ActiveX control to do this. ie the ActiveX control is writen in VB?

I think if you are going to write this control then VB or C++ isn't your major problem its just handling the multimedia code to do what you want.

Personally I'd search for 3rd party controls that already do what you want. You'll often spend far less money buying a control then trying to develop one yourself.
