Is a Phantom Line forwarding to SAD possible?

I have an outside person at a satellite office. They want a direct line at our office, but have that line forwarded to them.

I created the SAD entry for the cell number.
My 200ICP allowed me to create a device without having a phone plugged in and assign an extension.

It will not allow me to forward that extension to the speed dial though. I get an "error code 19 extension number or associated device"

It is programmed on the phone system and does go into a voicemail box when dialed.

Is a physical device (phone) required? or is it possible to circumvent that?

try creating a seperate tenant for this phantom extension. In the call reroute destinations lug in the system speed dial.
