is a /22 network for wi-fi users too large?

It's been a while since I've gone through best practices training and frankly, never addressed a situation where it'd be wise to implement a /22 network for internet users. However, I've taken over responsibility of a network which has everyone on the same /22 network. Guess what? - They complain constantly of slowness.

I have roughly 70 network devices (AP's, switches and 1 router).

For the most part, the network equipment is business class (HP ProCurve switches and soon to have a HP ProCurve controller).

I am surprised that there's only a few "too many collisions” warnings (I see about 4 to 5 per month) but I can't imagine this was ever a good idea. Am I just "old-school" in believing that 200 users on a subnet is plenty, regardless of physical location?
