irs.gov emails won't come in

Can anyone tell me what "UNPARSEABLE_RELAY" "message has unparseable relay lines" means? I can't find any real explanation on the net so far. The problem is that I cannot figure out why my mail server keeps putting emails from irs.gov in the "bad queue" (keeps it from getting put into the user's folder). I have looked through all of the logs on my mail server and on our barracuda spam firewall and did not find any clues. The barracuda let it through so our admin is saying that the "uparseable relay" message does not matter. I thought maybe irs.gov was on a blacklist so I put them as exempted from the blacklist settings. I also put them as exempted from any other security settings. Any clues would be greatly appreciated.

Figured this one out - was a setting on the server to limit hop count. Don't need help anymore.
