IRRATIC IIS BEHAVIOR-SEVER STOPS RESPONDING

On a NT 4 server with SP6a, IIS 4, every 2/3hrs, the IIS server stops responding. The only way to clear it is to restart the server. There aren't any messages in the Event logs nor can I restart the service because it doesn't respond to the Shutdown command for the Web service. Using the kill command is not a choise. Does anybody know or have solved such a problem?
Help, please!
 
Have you checked Task Manager to see if an application or process is using high levels of RAM or CPU? It might not be related to IIS. Also, try opening a telnet session using port 80 (or whatever port your web server is using). If you can successfully connect, IIS is still accepting connections.
