iptables new paket w/o syn set

What could cause packets without syn set to show up?
I'm speaking about ftp server (that logs those packets) and windows clients (causing it), without any kind of tool capable of forging the packets?

You'd be better off on a windows networking forum. Has to be either a bug in the IP stack or a malicious program.

...In the meantime I did a little research, it looks like a buggy WinXP...
