IPT - PBX Redundancy

Canyone tell me - at a new branch site with Nortel IPT how I can ensure the IPT has failover capability back to two main sites PBX's (already IPT enabled with sig servers)?

The branch site has network connections to the two main sites and all other local IP devices, should they not be able to see one site can connect to the other DR site, but I'm told this is not possible with Nortel IPT.

I'm told the following reasons why it cant work ...
a) Nortel do not allow IPT licenses to be registered against another meridian in the event of the first meridian or site failing? So, No allowance for DR ???
b)The Meridian's would not be able to 'know' the branch site by the same numbers? So, I couldn't use phantom config for this ???
c) I'd have to buy a new CS1000B with a new sig server, and even then the failover would not be to the DR meridian, it would out locally via expensive Primary Rate calls? Is this a marketting strategy ???

Any assistance greatly appreciated.
 
I'm not a Telecoms person, but project managing a new site installation using Nortel's IP telephony. I also need to allow for DR considerations as it will house a call centre.

Nortel it seems are giving me the run around by not allowing phone licenses to be transferred from one PBX to another. Has anyone ever faced this problem - and if so how is it dealt with?
