IPSI question for a G650 Cab

Hi

adding a G650 cab ..

added the ipsi and a can query it via the web browser but when i do List IPS its show Serv state is OUT

Tried every thing i can think of to bing it in to service. anyone had this issue in CM 6.2
Port speed is Auto on IPSI and IPS setup

been over it 100 times
